This includes conducting institutional reviews, needs assessments, high-stakes consultations, preparing comprehensive reform roadmaps, designing theory of change and providing advisory opinions for complex human rights scenarios. Our advisory expertise allows States and institutions to strengthen informed decision-making, coordination, capability, and long‑term resilience.

 We design and draft national laws, regulations, policies, and guidelines that are principled, implementable, and politically attuned. Our work supports governments to align domestic frameworks with international obligations while ensuring reforms are realistic, context-appropriate, culturally grounded, and institutionally sustainable. Our outputs span the full spectrum of legal and policy reform: legislative drafting across refugee, asylum, anti-trafficking, climate mobility, and immigration law; Cabinet-ready briefs, explanatory notes, and treaty analyses; submissions to United Nations (UN) Human Rights Mechanisms; and systematic compliance reviews that produce clear gap analyses and prioritised recommendations for action.

Beyond the Pacific, we also provide regional and global advisory support on a range of diverse matters and unique projects. This includes confidential strategic advisory support to current and former UN staff navigating workplace disputes, compensation claims, and international tribunal processes through the UN Internal Justice System. Our guidance helps individuals understand their rights, assess options and move through complex processes with clarity and confidence.
